Maui Police Officer arrested after being indicted of civil rights deprivation, falsifying reports

HONOLULU (KHON2) — Acting U.S. Attorney Kenneth M. Sorenson announced that 40-year-old Carlos Frate, a Maui Police Officer, was arrested today after a federal grand jury indicted him of deprivation of civil rights and falsifying a police report on Jan. 16.

The indictment alleged that Frate deprived another person of their civil rights, as he allegedly denied their right to be free from use of unreasonable force by using a stun gun on the individual without legal justification.

The indictment also alleged that Frate falsified a police incident report with the intention to obstruct the investigation on his alleged use of force.

If convicted, Frate could face up to 10 years in prison for the deprivation of civil rights charge, and up to 20 years for falsifying the report.

The Maui Police Department referred the case to the federal government, and the charges are the result of an investigation by the FBI and MPD.
